Confusing iCould settings on macOS Ventura

I’m confused about iCould settings on macOS Ventura and need little help understanding.

System Settings > Apple ID > iCloud
Shows list of Apps Using iCloud. For example there is Photos which is On.

System Settings > Apple ID > iCloud > iCloud Drive > Apps syncing to iCloud Drive
This list also includes Photos which is On.

I’m confused. There is same setting in two different places?
