Is there software available to connect a local USB drive to a iPhone 4 without the aide of a computer? And if not, what online sites can you recommend for a full phone backup?

There is no way to connect a USB hard drive to an iPhone without a middle computer. There are no direct sync/backup solutions at this time, besides limited contacts/calendar/notes/mail syncing. Wait until iOS 5 comes out and use Apple's iCloud.
