Yes, you still have to manage it so it knows which way you want to connect it either wireless or ethernet as well as controlling the wireless settings.

Only if he's using the PC to set it up. If it's already set up, AirPort Utility doesn't need to be installed on any of the client computers. I know because I have two VAIOs connecting to my TC network and neither have AirPort Utility installed. And if he's set up the Network Name in AirPort Utility's Hard Drive section, it detects it on your network automatically. (Doesn't need to be mounted using AirPort Utility)
