I have my PowerBook G4 connected to a Hitachi video projector, using a DVI to VGA adapter.

The problem is that the only projected image I can see is that of my Desktop image. It doesn't display the Dock, menus or any windows.

What settings do I need to change?

It sounds like you may be in "extended desktop" mode, while you want to be in "mirror" mode. Try hitting F7 or fn-F7, depending on how you have your function keys configured.

If I am in extended monitor mode, does that mean I can just drag windows from my laptop display onto the projected display?

Yes. Open the Displays preferences pane.
