I'm trying to connect my macbook pro the my HDTV using a DVI to HDMI cable. But all I can get is the background of the computer. No bars or icons to speak of.

Because it's extending your desktop.
If you want to stuff on your desktop, just drag them over.
If you want the dock on the other display, go to your Display prefpane and then drag the top menu bar from your notebook display to the external display.
