Hello:

I use Little Snitch 3 to monitor my data connections. I've noticed that certain processes, in fact almost all of them, constantly want to connect to a site called configuration.apple.com. I find this strange, because I have my OS X set up not to report usage, diagnostics, and data to Apple. Why is it that everything still insists on reporting my configurations to Apple via this configuration.apple.com link?

Why can I not set up my OS X how I want, when I want, without it being reported to Apple?
 
This is actually retrieving configuration data as opposed to uploading information about your configuration. It's there so that things like Safari and iCloud can carry on working seamlessly if Google ever changes its search API, or Apple has to move its syncing servers or anything.
