I have moved to a iphone 5s and still intend to use my old 4s as an iPod and for random games or whatever(basically extra app space) I am eligible to unlock the 4s. I know the pros of unlocking a phone but are there any cons to doing so that I should be aware of? Any and all response are appreciated!

I thought I remember hearing or reading somewhere some years ago that if the phone didn't have service you would loose the ability to use it as a iPod or use the App Store. I'm assuming that that has changed or I am just remembering wrong? I didn't want an unlock to make it so I can't use it as I'll never put service back on it.

You remember wrong. That never happened. iPhones have always become iPods when not connected to service - and could just as easily have service put back on them.
 
You might get a little higher resale value for unlocked phones since the cost of unofficial unlocks went up the roof.
 
Con: You have to deal with the imbecile carrier people to get it unlocked, as they will throw you every excuse they got to refuse you.
 
Con : more expensive to buy an unlocked iphone

Unlocked iPhones cost the same amount as locked iPhones. The only difference is that you pay the carrier more on your monthly bill because they subsidize the difference between the two.

As somebody who sold my unlocked iphones few times already, that's not a con. On average I would say phone sold for $100-150 more than what was going rate on Craigslist. Also now that AT&T crackdown on 3rd party unlocks, unlocked phones went up in price. I sold iPhone 5 16GB for 540 yesterday so I think there are no negatives to unlocking your phone.

That's a con for buying them like I said. Not selling them.
