What do you use the computer for? Are you using it with multiple displays?
The 2017 models have the same speed RAM between the nTB and TB 13s (the 2016s did not). The nTB in some situations will have more fan noise. The TB has more processing power under sustained loads that tax both the CPU and GPU (with that said the nTB is an extremely capable machine - and the differences between the two are IMO difficult to discern under basic work with non-intensive Apps.)
Battery life is slightly longer with the nTB than the TB13 as the nTB has a larger capacity battery and a lower power CPU - both models have outstanding battery life and independent tests have found significant improvements over the 2016 models they replaced. Of the nTB, TB13, and TB15, the TB13 seems to be the one that has the most improved battery life compared to the 2016 model it replaced. Obviously, usage will play a huge role in determining real-world runtimes.
RAM is not removable or upgradable, where as the SSD is removable but not really upgradable. While the SSD on the nTB is removable, no third party upgrade alternatives (nor any reliable source of Apple-branded SSDs) that work with the nTB are available - and may never be. If they do become available in the future, the price of upgrading to an aftermarket SSD could be as much or even higher than the price of upgrading the factory SSD at purchase (such as the case with the MCE Tech SSD upgrades for the 2014-2015 MBP, where the 512 and 1TB SSDs are actually more expensive than the price to upgrade the SSD was when the system was purchased from Apple.)
