I am kinda stuck between the mac mini and iMac, price does not matter. I just want a good quality desktop computer and i already have a tv that I can use as the monitor for a mac mini.
 
But what use will the Mac have? For what purposes do you want to use it?

And a TV is not really meant to be used as a monitor, as it will not be as sharp with the text displaying.
 
all I have is an old 2004 eMac

That eMac will do what you want to do, unless you watch movies via Flash (YouTube, ...) or in HD (H264 or MPEG-4 variants used for todays delivery of HD encoded video).

Anyway, you can, if you want, get any current Mac and it will more than satisfy the needs you stated. Maybe take a look at the refurbished Mac section of the Apple Online Store in your country.

iMac, as the GPU in the iMac is dedicated (has its own chip), while the Mac mini's GPU is integrated into the chipset, thus weaker.

But for your uses, except if you want to game heavily, the Mac mini is powerful enough.

Any new Mac shipping since 9/2009 comes with Snow Leopard pre-installed.

And as r.j.s. has already written, the iMac gets you the best bang for the buck, as it includes as high quality IPS display with an HD resolution and the keyboard and mouse and a bigger HDD and a better GPU and CPU for not much more money to pay.

Btw, the iPad can survive with a Mac coming with Mac OS X 10.5.8 Leopard.
