Is anybody getting this besides me? It's annoying as hell. And it's consistent. Safari will just FREEZE. Usually right after I open a TAB with Open in Background

To be honest at first I thought it was the adblocker. But now I think it might be Accessibility Speak Screen. It's not in use but it's switched on and that's when I started noticing Safari freezing consistently.

Did you turn it off? Never had safari freezing issues on 6s for any version of iOS.
 
Not on my iPhone 6 Plus. iOS 9.3.2.

Try clearing the History and Website Data in Settings-Safari.

Have you tried an alternative such as Google Chrome to see if that freezes too ?
 
Turning on Speak Screen in Accessibility in the Settings caused Safari to freeze when opening multiple tabs.

I've turned it off, and the problem has been resolved.
