Console Mode from Login Window?

Hi! I'm running Mac OS X 10.4.11, and I want to be able to enter console mode, which you're supposed to do by entering ">console" as your username. When I try, though, Login Window just "shakes its head." ">exit" still works, though.... Maybe I disabled console mode somehow?
