Constant network usage on home screen?

Since iOS 7.1 update, on the home screen I get the constant rotation meaning the network is in use. all apps are closed, background app refresh is off for everything, auto downloads are off. It does show network is being used when navigating through safari but stops once the page loads. Close safari and starts up again on the home screen? I don't get it?

ok, it seems the third hard reset of the day has fixed it, for now. my luck.

I had this the first time I installed 7.1
A hard reset cured it.
The second time I installed 7.1 the bug didn't appear.

I also have this rotation circle when I'm on the springboard without doing anything.
