In Safai when I have multiple tabs open and switch between them more often than not the pages refresh. It is incredibly annoying. Any way to prevent this outside of using a different browser?

lack of memory

try quitting as much applications as possible except safari and see if that helps.
My guess is that the RAM is being used by other apps and the pages get purged from the memory for access to other stuff.

I am not an iOS developer though so don't take my word for it :)

Pages have to refresh because there is no more room left in the RAM. The RAM keeps the pages open so you can easily switch back and forth, but when other apps and webpages are open in the background, the pages must refresh. So to answer your question, no you can't prevent this as its a hardware limitation.

Damn I thought it would get better with iPad 3. Happens to me even when I have hardly any apps running.

Well it should be slightly better with the new iPad due to it having 1GB of RAM. It's not just apps that take up RAM when they run, it's open webpages too.
