I understand the principal of the arrow in the top RHD of the menu bar. If it's solid something is using GPS for location.

But what is the outlined one for? It is permanently on in mine?

Something is using geofencing.

If you're not sure, geofencing is a location service which notifies an app when you enter or leave a certain location.
 
You can look in the Privacy area of the phone's settings to determine which app or service is causing it. It will show solid and hollow arrows per app so it may be easy to find out if it's something you actually want or not.
