For some reason, the "+" sign was not in my Contacts app. I did some online searches and found that I had to turn my Contacts "on" in my iCloud setting. This solved the problem. However...

Now I have all of my dad's contacts. He is a lawyer and has about 1500 contacts so now my contacts are up to almost 2,000! It makes it sort of a pain going through all of them now. Is there a way to get rid of JUST his contacts and keep the ones that were my own originally?

You need your own apple ID and iCloud account.
 
I am sharing an apple ID and account with my father. It's a family account. Can I still be on the family account if I change my Apple ID?

Yes. Your apple account has nothing to do with your phone service. However I wouldn't change the current apple ID because your dads info will be all messed up. Just create a new account in your name. This way you will have your own contacts and not mixed with your dads.
