Contacts--not syncing w/icloud or iphone

when i make changes/additions to contact on my mac running maverick, they do not show up on my iphone 5s or icloud for a whilte.

on mymac, i see that the contact item has
cards on my mac or icloud. how do i set it for icloud?

i have set it to sync w/icloud
