Contacts not updating with new Facebook profile photos

So after spending, way, WAY too many hours trying to figure this out, I'm just going to see if maybe there is something I am missing.

Basically my contacts stored in iCloud aren't getting profile pictures updated to match Facebook. I've deleted all accounts, re-added them, and still nothing. When I do an "update profile photos", nothing gets updated.
