I have a new iPad that I setup from my iCloud backup. My iPhone 6 shows contacts, when I log into icloud.com on my pc it shows all of my contacts within, but my new iPad that is setup shows NO contacts.

In settings/icloud I have all items checked (including contacts).

Everything else on my iPad has restored over fine (apps, calendar, photos, safari favorites, etc) EXCEPT contacts.

Both iPhone6 and iPad are updated to IOS 8.4

Ideas??

Try the usual ... Reset, or if that don't work, Restore.

Or, if you have another email account in addition to iCloud, and you have no contacts associated with that account, then (a) make sure that Contacts is not enabled for that account, and/or (b) make sure your Contacts app is not only looking at that account's [empty] contacts.
