I always had my contacts save to iCloud recently noticed in iOS 8 I noticed it started saving to the phone, I changed it to iCloud again, I notice that all the new contacts I have are not showing up in iCloud, how the heck do I get them all to save to iCloud?

Do you have Addrees Book save from your iMAc to iCloud. If you go to System Preferences - iCloud - you can see what is being saved. Which I'm sure it will be the Mac. It will also tell you what iOS devices are saved to the cloud. iCloud also sync's all of info to your devices, not just for storage.
So its sound like something is not turned on. Check both areas. I like having both turned on so that if any changes are made on my iOS device, it will be changed on my Mac. On you iPhone make sure you have the Contacts on Settings - iCloud - Turn on Contacts.
