Contract free IPhone 4s

Curious: I understand that buying a contract free 4s from apple basically means you get an unlocked phone. I am curious whether contract free phones are all AT&T phones but bought without contract? Or can one e.g. pre-order a verizon phone, and then on the spot decide not to activate it with verizon but pay full price to get it contract free. Would this verizon phone have the gsm unlocked? (or otherwise the same as a At&t phone bought contract free?)
