I think in general the preference is to be able to customize some parts of the Control Center. If anything that's really more or less what this is about.I agree it's the "timer" icon. But I'd much prefer the alarm clock option.
If it would go the alarm section, people would complain that it should go the timer section. Can't please everybody.
