Control iCloud Sync - by folder or by file

Hi all,

I am looking for either a built-in function (maybe coming in High Sierra) or via 3rd party app which enables the option which folders/files are either

- synced between local Mac and iCloud
- just locally stored on my Mac
- just stored in iCloud

As of today you can only turn the feature off or on (while macOS automatically controls the behaviour based on recent usage).
