Controlling brightness w/ 2 24" cinema displays

I have 2 24" cinema displays hooked up to a 2013 retina macbook pro. The F1 & F2 keys (on my Microsoft keyboard, not Apple) control the brightness of whatever monitor is the primary monitor (aka, the one with the top toolbar). I am reading everywhere that the cntrl + F1 & F2 should control the second monitor's brightness, but that simply isnt the case. No combination of key + F1/F2 seems to be able to adjust brightness. I am able to control the brightness for the second monitor in the monitor menu.

Anyone have a suggestion? Im on 10.15.5
