I’m not able to adjust the volume during a call from my phone. I can only do it on my HomePod itself. Is that normal?

Ok, so the answer is: that's the way it works right now. Apple support thinks that the ability to control the volume from your iPhone will be added in a future update. It's a bit puzzling that they didn't include that ability from the get-go. I have my HomePod mounted on the wall and I have to stand up and change the volume when on a call. That's a bit of a pain.
