Controlling Internet Access when on Personal Hotspot

If I am using my iPhone's Personal Hotspot and data plan for Internet access on my MacBook, how can you limit which apps have Full access and restrict others that you only want to allow when on Wi-Fi?

I don't want my iCloud and Dropbox to be syncing automatically and using up tons of data when I connect my MacBook to my iPhone while on the road.

Is there a setting for this, or are there apps that others are using to limit this data transfer?
