All Devices Controlling Screen Time from Mac, PC or Android

I want to use the screen time feature to limit my kids phone/ipads. The one issue is that I have an Android phone. My wife has an iPhone so she can set things from there however when she isn't around I'd like to have access also. I don't have an iPad either.

Can I control it from a web browser (iCloud) or some other way? I have both a Mac and PC at home.
