Controlling volume of phone (not ringer) with rockers

I feel like the overall volume of the phone is too loud, as in the shutter sound when turning the screen off, key press, Siri voice, etc. I know I can mute everything with the switch but is there any way I can control the volume with the volume rocker? Anytime I try to use it, it just changes the ringer volume. For some reason, I can't seem to locate the app volume in Settings either.
