For what purpose would you need to convert what kind of SD footage to what kind of HD footage?
I just ask, as the answer differs depending on the purpose.

That will not work though, as an SD video has a maximum resolution of 720 x 576 pixel and HD can be either 1280 x 720 pixel or 1920 x 1080 pixel, thus one SD pixel would need to be enlarged four times and occupy four pixels in HD. That is a simplified explanation.

Good luck with that! (I'll give you a hint: the information isn't in the video, so it can't be automagically added in by software. CSI-type "enhance that image" technology doesn't exist, either.)

Unless you have it recorded from a source that is HD, quality isn't going to improve. HD is about resolution and if you have low res, just stretching things out to an HD resolution is just gong to make it look worse.
