Converting PAL to NTSC --> iDVD, FCP4.5, Toast

I've messed around with some PAL video I downloaded and cannot get to burn right to DVD. I have tried using FCP 4.5, Toast 6.0.7, iDVD 4.01 and DVDxDV 1.09 but I am not that familiar with any of them. I was about to but MPEG2Works but thought maybe I already have the right tool.

I greatly enjoy reading the discussions in these forums.
