I have a 16:9 video that has been saved/ripped as 4:3. How do I change it back to 16:9? It's .avi but I can convert it to any type...

If what you mean is that there's now letter-boxing in the actual video, Any ffmpeg-based program, iSquint, Visual Hub, etc, can do it in principle... If you now have a squashed video, ffmpegx in particular has specific options that will stretch it back to 16:9....
