Copying email in Mail App

I've trying to copy old email from one Mac to another. Both are using Tiger. So far I've created a mailbox and copied all the email into it. Then I've taken this folder and put it in the corrosponding User/Library/mail/mailbox folder. The mailbox shows up in the new mail account, but not the contents. Any ideas what I'm doing wrong?

Can you use the File->Import Mailboxes option

I tried that, but got nothing (tried both it and the messages subfolder).
