Core Location: When does iOS8 re-prompt for Always permissions?

Does anybody have any experience with the re-prompt for Core Location permissions? In particular,
* Is there any app action (e.g. Core Location call) that triggers the re-prompt?
* Does iOS8 launch the app (foreground or background) before giving the prompt?

Usually, it does pop up when the app actually acquires location in the background. You could:

1. Re-install the app to get the pop-up immediately
2. Toggle location privacy for that app, it should pop up again but only if the app DOES ask for location in the background. Some just ask permission but never do.
