I have a Mac Pro 5.1 Quad-core with several internal drives where /Users/ is on a separate drive and suspect that I've got the wrong ownerships on some of the drives. One of the users is assigned as the administrator while the normal user doesn't have admin rights.
How does the following compare to your setup?

OSX/Apps boot SSD drive
system: Read & write
wheel: Read only
everyone: Read only

User (home area) drive
NORMAL_USER: Read & write
staff: Read & write
everyone: Read only

Time Machine backup drive
NORMAL_USER: Read & write
staff: Read & write
everyone: Read only

Bootable backup drive (using Chronosync)
system: Read & write
admin: Read & write
everyone: Read only

Photoshop Cache/Lightroom SSD
NORMAL_USER: Read & write
staff: Read only
everyone: Read only

Comparing with another Mac (a single internal drive, and a single external Time Machine backup drive) I see that the ownerships for those drives are:

Mac internal drive (OSX, apps, home folders)
system: Read & write
wheel: Read only
everyone: Read only

External Time Machine drive
system: Read & write
wheel: Read & write
everyone: Read only

so.... should I change all my drives' ownerships (except my boot SSD) to match that other Mac's Time machine drive?
