So, I partitioned my hard drive in order to install Ubuntu (which worked great). I then ran out of space on my OS X partition. Since my partitons were ordered OS X, Recovery, Blank, Ubuntu, I tried to move my recovery partition to after the Blank space so I could expand my OS X partition. I used GParted on Ubuntu, but it failed, and now my recovery partition is corrupted. Can I delete it and have OS X make a new one?

I'm happy to say, yes, you can. The easiest way is to reinstall Mac OS X from the MAS. Make sure the recovery partition is deleted. The installer will remake the partition as usual.
