would goo gone work on this residue or should I use something else. It came like this so I don't know exactly what it is. I think some sort of tape. thanks

Dunno if that would work, but other options (after removing the cover):

- heat gun
- OR brake cleaner

In both cases you should be able to just wipe it of.
 
Try a product called Goof Off. It's great at removing sticker reside etc. Also you can use nail polish remover, but be sure to get one that's acetone free.
 
Before I get to chemicals I always try paper towels that have been soaked in water and then had as much water squeezed out as possible. The idea is to create friction when trying to rub this stuff off. The friction ends up 'burning' the sticky stuff, causing it to clump and lose its adhesiveness. Sometimes it takes a bit of work but I can usually get stuff off that way. I may have to go through a few paper towels. But because it's just a paper towel and water the surface is never damaged.

Other times it's a total waste of time and paper towels, but's fairly rare for me when that happens.
