How could I change the activation policy

I want to change it from 10 to 2023

Coz after oct 15th, the Verizon phones seem lock up the CDMA service outside the US

Not sure I understand what you're saying. Or anyone else either:)
What activation policy and change what from to 10 to 2023? What are those numbers mean?
What are you trying to accomplish in the end and what model iphone and what carrier?
