Could I fix this with Apple Configuator

This eBay seller claims that it has some company profile on it that limits function. I work for a school district and I know I can unlock iPads we have with configurator, but not sure if that's what they used to change the features on this iPad for sale. If I use apple configurator on my Mac can I reset this iPad to true factory settings.
