I started to have this problem a couple of months ago. Every time I download a file, after clicking on the icon on the "download" window after its done downloading, this error message pop up from the window.

"Safari can’t open the file “NAME OF FILE” because “NAME OF FILE.xxx” is still being downloaded."

please see attached pictures...

I need help... I don't know what's going on with my mac mini.. its useless if it can't download anything and be able to save them.

Please send me your thoughts.

Go to Safari-->Preferences... and see what folder Safari is trying to download the files to. Most likely it's trying to save the downloads to a folder that no longer exists or has improper permissions. You can try setting the download folder to your Desktop and see if that helps.
