Hello,

So I recently bought a new MacBook Pro, and I transferred everything from my old MacBook using Migration Assistant. Everything went smoothly for the most part, except for the message that’s in the title. Every time I try to open the security and privacy settings in system preferences, I get this message. To make matters worse, I can’t enable Apple Pay because I need to change a security setting first, which I’m unable to do. Any help would be appreciated.
 
Make a throw-away user account, then login to it, then try the Security and Privacy pane from that account.

If it works from that account, the problem is likely in a preferences file associated with the pane. Those are stored in the per-user directory:
~/Library/Preferences​

If it doesn't work from that account, then the problem is probably system-wide, and my first guess is a system-wide preferences file associated with the pane, probably in:
/Library/Preferences​

I wish I saw this earlier, lol. I actually erased the computer and tried reinstalling the OS, but instead of using migration assistant, I created a backup of the old computer and restored from backup, but un-checked “restore computer and network settings”. It was a pain, but it seems fixed now.
