"Could not set up iCloud Keychain" Error

So I was able to get an iPhone 6 Plus (after waiting all night) and I restored from my iPhone 5s backup. Now, when I go to setup the iCloud keychain, it asks for the apple id password. I enter that, next it asks if I want to restore, I click yes and enter the keychain passcode, then it texts me a code, I enter that. Then it just says "Could not Setup iCloud Keychain"... What am I doing wrong?

Same here!

I recently had that same problem with my iPhone 5s when I would try and connect keychain with my macbook pro. So i just tried restoring my iPhone and then retrieving my backup and then I was able to set it up no problem. If that doesn't work try and set up iCloud keychain through another device. Hope it all works out for you, good luck!

Same for all devices

New iPhone 6 restored from backup. Can't seem to turn on iCloud Keychain on the new iPhone, existing iPad or MacPro. Attempting to turn it on, on the new iPhone seemed to reset things on the other devices.
