iPhone Could not update to GM on windows 7?

So I am on windows 7 and was updating my i5 (leagally) to GM, but I got the error saying I need iTunes 11.1 beta? I thought I can do it without it, do I need to do shift+update instead of restore? HELP!

Yeah I was planning on restoring from iCloud. When I did the shift+restore I got the error saying I needed iTunes beta, yet I am on windows.
