The first icon set is LiveOS; check Cydia for details. (The widgets shows on lockscreen and homescreen are not part of the theme, only the icons.) The second looks like a mixed batch of icons to me from different themes, but as I'm less familiar with the non-dimensional sets, hopefully someone will come along with a clearer answer.

Look around in the homescreen thread where you found the post. As that was likely posted by the widget creator (I know his style, and that's his location), if it's available, it's likely posted near where you saw it. He also has a deviantArt page linked in his sig, and downloads can often be found in his gallery there.
