Country specific App Prices now?

Is there now country specific App Prices?

None of the price drops in the App Store today are reflecting in the India store ( checked UK store also )

example in US/Canada Mass Effect is US$0.99 now - in India its still US$4.99 in UK 2.99 pounds

It generally reflects immi. but this time its been 8 hours since the price drop in the US

Hasn't this always been like that, just not prominently used?

A couple apps in the past were shown to be free (e.g via AppAdvice) but then on my local App Store they were NOT free.
So I checked the US App Store and bang, they were free there indeed.
