I`m looking for an easy to use tracking tool that shows the CPU usage on iDevices in order to determine which tweaks are the most battery consuming.

Is there any such?

the top command using terminal? (you can install the package from cydia)

What is terminal? I searched for "terminal" and about 15 items come up, none of which are titled terminal with no other name attached.

Meant terminal program on Mac (desktop/laptop) and top from cydia. Though you need to change the setting in cydia to hacker or expert in order for top to be shown

Sorry for the newb questions, but I downloaded the app, and typed in "top". That's obviously not what I'm supposed to do. What do I do in the mobileterminal app?

You need to install "top" from cydia too in order to run that command in mobileterminal
