If I take my iPhone to the apple store, will they replace the display or the entire phone? Would I be better off submerging it in water before leaving to ensure a replacement instead of a screen replacement since they are the same price?

They will replace it, Currently Apple does not offer screen replacements for the iPhone 5S

You should throw it in the toilet and then take it out and run it over a few times with your car and then give it a few hits with a baseball bat just to be sure.
