I have been experiencing interruptions with loading DMG files as well as chrome not loading pages/crashing after I wake up my computer once it has fallen a sleep.

If I restart the computer, this resolves on its own.

These are the issues I have seen so far upon waking the computer up (mac pro 2013)

  1. Chrome does not load (asks me to report crash on mac OS)
  2. Can't load DMG files
  3. Can't unzip files as well
  4. Safari loads and works fine (typing from it)
Everything else seems to be functional. Any ideas what could be causing this?

I have seen issues like that on Mojave. I think a good step (and worth the try) is to reinstall, using the newest Mojave installer. (Download from Apple. This support page will help out with all this. It tells you how to create a bootable installer from the downloaded installer app. Boot to THAT, and reinstall Mojave. You will be at a Mojave build number 18G103 after that system reload. When that install is complete, be sure to check for system software updates -- you SHOULD be offered a security update added to that latest Mojave install.
 
before you do, check if its an account issue..

1. Go to Library folder and delete everything in "Caches". (Go menu >> hold down OPTION ad click "Library")

Try again.. If that still fails go to step 2.

2. Open System Preferences >>Users & Groups and add a admin account...

Log off an, log back in under the new account you just created. Install chrome and/or try opening DMG image. If you need access to main account for file(s), transfer DMG or other files to "Public" folder (accessed from home directory) before logging main one

Reinstall of the OS is always better, but you might not need to do it.
