creat dvd in DVDSP to play world wide - pal/ntsc?

Im creating a commercial dvd, my client wants it to be region free so that he can sell it around the world (uk, europe, usa, australia etc)

If i make it pal, region free ('0) will it play ok on a ntsc dvd player? or do i have to create a ntsc for america markets?

As I understand it most PAL players will also play NTSC but very few NTSC players will PAL.
