Is there a way to convert powerpoint to video? Maybe some setting like presenting a new slide every 10 seconds or so?

And if so, is there also a way to add a voice over?

I had a project very similar to this a few months ago but with Keynote. Keynote does have an export to Quicktime Movies option and I thought PowerPoint would have the same thing.

If not you can always export each frame as a JPEG and import the image file in to a video editor such as FCP, Premiere, iMovie, etc and set the amount of time on each frame an add the sound to it.

This link also might be helpful

PowerPoint does have a QuickTime export option, it's under Save As... and then pick "Movie" as the format. I believe if you use the Record Narration function in PowerPoint, it will export in the movie. (I have not tried this though)
What I usually do though, is to import my PowerPoint files into Keynote, make sure the formatting is all OK, and export to QuickTime from Keynote. It usually looks a lot better, and you have more QuickTime options.
