I purchased a new iMac (21.5" 2019) to replace my older mid-2015. My Photos Library has always been (because of it's size - 85,000 items/about 690GB) on an external USB drive. But is it pretty slow compared to everything else I run on the new iMac. So it was suggested to get a faster SSD/USB-C drive for the library. (BTW - it is set as the System Library AND all the photos are downloaded to this library itself.)

Would it be quicker just to create a new library and just have iCloud download all the originals again (I have a fast internet connection - generally over 100 Mbps) or copy the old library from the USB/3.0 drive in which case iCloud will have to go through it's updating/uploading process anyway.

Thanks for your opinions.
