I want to create a Universal Shortcut for iTunes for Next song.

Just as if you can do Spotlight at any point, I want to be able to change songs at any time with a keyboard shortcut.

I tried doing this through System Preferences but it didnt work, is this possible to do? without any 3rd party software?

Unless you know the complete bindings, probably based around UNIX, that OS X uses, and an expert with Terminal, you'll probably need a third party app.:D
 
I think you can do this with Quicksilver...but I haven't found any way without an app...
 
after reading all around I finally came across an app called TuneKeys. Works great.
